Introduction

Etymologically, democracy means “power of the people ", but from the philosophical point of view that democracy is people's power, is a system of political and economic partner free and equal, not only free and equal before the law, but social relations in everyday life. Democracy in view of the world leads us to one of the most sublime ideal man is trying to consolidate in the story: the ideal of symmetry. The company must be truly democratic and non-arbitrary symmetric. The history of mankind is full of struggles to achieve that goal. Some progress has been made, but a long way to go. In other words, lack of new revolutions, new changes, so you can materialize the ideal of a just society composed of men free and equal (Bernard 2002, p. 334).

Under current conditions of democracy has meant a great historic step, but there are still a number of limitations of an ideological, political, economic, cultural, technical, and psychological aspect that can be implemented in those institutions of democracy.

Discussion

Many would say that democracy is a prerequisite for economic development or at least hope that the latter would result in even political democracy. However, in many circles Asian rejects the idea that a Western-style democracy is a valid model for Asia. Moreover, the historical experience of recent decades is ambivalent. It is a bit embarrassing to note that our consciousness democratic political stability necessary for economic development ensured mildly or markedly authoritarian regimes. Strong regimes, if not dictatorial, sometimes have enabled the adoption of socially costly policies for some years the results of which were later shown very positive for most of the population (Delanty 2006b, p. 231).

At the same time, in some countries of Eastern Europe and Russia, for example, has created a deep dissatisfaction because the transition from the communist system to that of Western-style initially produced unemployment and inequality, social costs got judged too expensive and not compensated by greater possibility of political and economic choices for citizens.

In light of these difficult transitions to democracy and market economy together is outrageous and understandable that Western democracies are turning a blind eye (and often both) on blatant violations of human rights in China. Of course, it is wrong to say as a general rule that the dictatorship promotes economic development. The relationship between political democracy and economic development is very complex and not easy to make generalizations of certain validity (Brian 2000, p. 149). The trend line seems to go toward regimes that derive their legitimacy from popular support. In countries like South Korea, Taiwan, the Philippines and Indonesia are the popular pressure directly caused the transition from authoritarian regimes to more democratic governments.

In Asia, there is a greater value on social harmony, individual freedom, so that the progressive liberalization policy of some countries in the region may lead to a form of democracy than the West.
