Abstract

The United Nations Department of Homeland Security is one of the most essential and important departments present in the state, which does not only deal with the internal security but also contains a number of other agencies responsible for ensuring prevalence of overall security and safety in the region. The paper seeks to deal with the overall description of United Nations Department of Homeland Security, with specific focus on the structure of the department and the historical overview of the same. The short comings prevailing within the department are also highlighted in the paper, followed by detailed and complete suggestions for the removal of these issues and improvement in the security situation prevailing in the area. Thus, the paper mainly deals with the plan for the restructuring of the Department of Homeland Security and the need to improve DHS's effectiveness.Introduction and Historical Overview of the Creation of DHS

Security and safety of the citizens is one of the foremost responsibilities of the government, and it is the same point that assists the citizens in determining the extent of success or failure of the government. The states which succeed in providing more security to the citizens are considered better than the ones that fail. To provide the same to the citizens and it is due to the same reason that all the governments and states aim at ensuring safety and security of their citizens with utmost attention (Bullock, Haddow and Coppola, 2012 ). It is eminent to mention here that the factors also places impact on other aspects of everyday life of the citizens, combined with various social institutions and thus the same has to be catered on high priority.

The United States Department of Homeland Security (DHS) was basically established in response to the attacks of September 11, could be described as a cabinet department of the United States federal government (Berrick, 2008). The department has a number of responsibilities, mainly concerning the safety and security of the citizens and thus ensuring provision of better and secured lifestyle to them (Lipton, 2002). The responsibilities of the department specifically include protection of the United States of America as well as its citizens from all sorts of terrorist attacks, which also includes the protectorates and in addition, the same is also responsible for responding to the terrorist attacks. Various incidents and natural disasters are also included in the same category, and the United States Department of Homeland Security (DHS) is responsible for providing protection and refuge to the citizens form all of these as well.
