Introduction

The main place among the international organizations is owned by the United Nations and a large group of its specialized agencies which include the ICAO. The International Civil Aviation Organization (ICAO) is an intergovernmental agency of the UN, established in 1944 to organize cooperation in order to ensure the safety, regularity and efficiency of international air services. Its immediate origin dates back to the years following the completion of the second war world, a time when, despite the emerging media technicians available, we started using the world's air routes on a commercial basis, with the Convention on the Regulation of Air Navigation signed at Paris in 1919, the previous attempt to systematize the matter (Air Transport Association, 1996).

Recent years were marked by the growing popularity of business aircraft, as well as and general aviation (ANI), which led to its wide spread in the world. Thanks to this business aviation today, that plays a major role in the economies of many countries. Today it is a necessity for many businessmen and politicians. For example, the U.S. decided to share the transport business into two categories: the business of carriage - the use of aircraft for business flights enjoyed by entrepreneurs and owners of private aircraft. Another category is corporate transport - use of aircraft by corporations (companies) for the transport of personnel and property companies (as a corporate, mostly used by jet or turboprop aircraft, piloted them, as a rule, professional drivers who are employees

History of Aviation

The aviation history is dating back to the day when the man prehistoric stopped to observe the flight of birds and other flying animals. The desire to fly is present in humanity for centuries, and throughout human history there is evidence of attempts to fly that have ended badly. Some tried to imitate the birds fly, using a pair of wings made ??from a skeleton of wood and feathers, placed in the arms and swayed not achieving the desired result (Bowen, pp.298-312).

The modern history of aviation is complex. For centuries there were timid attempts to take off, failing most of them, but since the eighteenth century humans began experimenting with balloons that managed to rise into the air, but had the disadvantage of not being controlled. That problem was surpassed in the nineteenth century with the construction of the first airship, which did allow its control. At the beginning of the century, many investigated the flight gliders , machines capable of sustaining controlled flight for some time, and also began building the first airplanes fitted with engines, but even being driven by foreign aid, could barely off and walk a few meters. It was not until the early twentieth century when the first flights were successful. On December 17th of 1903 the Wright brothers became the first to make a controlled flight in an airplane, although some claim that honour belongs to Alberto Santos Dumont, who made ??his flight on September 13 of 1906 (Barnett, pp. 38-45).
