The Financial Fitness of BSB (Bangladesh Shilpa Bank)

Abstract

It is sometimes criticized there is a glass wall around the Bangladesh Shilpa Bank which prevents it from being independent - BSB is only autonomous by name but not in practice. The purpose of this term paper is to identify whether BSB is actually autonomous or not; if yet, then to what extend - both in theory and in practice; and then see the effects of their policies in recent economic trends to recommend some policy for future developments. This dissertation will focus on the financial fitness of Bangladesh Shilpa Bank during the period of 1972-2008. For this purpose, we will collect the financial data of BSB from its financial reports as well as yahoo finance. Additionally, we will also conduct a wide literature review of various news and journal articles in order to increase the reliability, validity and authenticity of our research. The results of this dissertation will be based on combination of qualitative and quantitative data results. This dissertation will also provide future implications of finding under this study.

Background

The Bangladesh Shilpa Bank is the government bank of Bangladesh. The governor is Dr. Atiur secretary to assist him. The vision of the Bangladesh Shilpa Bank is: “To develop continually as a forward-looking government bank with competent and committed professionals of high ethical standards, conducting monetary management and financial sector supervision to maintain price stability and financial system robustness, supporting rapid broad based inclusive economic growth, employment generation and poverty eradication in Bangladesh” (Bangladesh Shilpa Bank). The main functions of BSB are:

Formulating monetary and credit policies;

Managing currency issue and regulating payment system;

Managing foreign exchange reserves and regulating the foreign exchange market;

Regulating & supervising banks and financial institutions, & advising the government on interactions & impacts of fiscal, monetary & other economic policies.

Now that we have given a brief introduction of Bangladesh, we shall start analyzing the interested topic. For understanding the effects of Financial Position, we first need to understand what Financial Position for government banks actually mean. In the following section, the theoretical and historical account of government bank Financial Position will be elaborated.
