City management or Emergency Services

Introduction

The current recession in the United States economy has not only affected the lower and middle income level segment of the society but also at the governmental level. Many governmental public organizations are in the processes of downsizing their human capital. Among the most affected public sector employees include firefighters, police officers and emergency medical services (EMS). All these actors are sufficiently important for any community, and downsizing these members will not only affect the overall communal security and available resource for emergency situations but also affect a number of dependent family members. The implications of understaffed police, fire, and EMS departments, more secondary problems result, such as increase in homeowners, renters, and car insurance because areas earn unsafe ratings from insurance carriers when these services are downsized or eliminated. Often insurance carriers can opt not to provide coverage at all if these basic community services are no longer available or shared by a large geographical area. When there is a city council board, the salaries and benefits of the city council far surpass that of small departments of fire or police staff because most firefighters and policemen make under $75,000 and EMS under $40,000 per year while city council members often make upwards of $100,000 per year (Banzet, 1-5).

Argument

This paper is a discussion over the quality of service provided to the citizen by the city management, which include the mayor and city council manager or by the emergency service providers like firefighter, police officers and paramedics of the EMS. I support the idea that emergency service provider will definitely provide better emergency service to the citizens at the communal level. City management is too busy in dealing with other productive, maintenance and municipal associations that they immediate citizen needs would be over looked. I believe that emergency service provider like firefighters, police officers and EMS have greater possibility of engaging with public affairs and the responsibility of taking necessary care of the citizens in relation to emergency.

Discussion

Comprehensive and integrated management of emergency is a responsibility that must be shared between levels of government, the private sector, nongovernmental organizations and citizens. One of the primary objectives of the Government of United States is to ensure the safety and security of the country and its citizens (American College Health, 438-449). Today, the risks and threats have become more complex, which has led many governments to increase their focus on issues related to emergency management. The complexity of this situation stems not only from the diversity of natural disasters on modern societies, but it also comes transnational threats such as the consequences of terrorism, pandemics, climate change, critical infrastructure interdependent and finally, the attacks against systems and information networks. When such events occur, it can result in considerable human and economic losses (Nilsen, Olsen, 37-47).
