Introduction

Bloomington is considered as the fifth largest city of U.S. Minnesota States in the Hennepin country. The City is provided with a council manager form of Government that was adopted in the year 1960. The City Council operates with an objective to exercise the legislative power of the Bloomington city and determine all City Policies (Bloomington City Council). Regular meetings are held by the City Council in Bloomington Civic Plaza's Council Chambers on each month's first and third Monday. Some time in order to make an adjustment with the holidays, the schedule is attuned. Study meetings are held in some months. However, in order to effectively collaborate with other organizational groups, the City Council also arranges joint and special meetings (City Council meetings and minutes). This essay is written with an objective to analyze the experience of watching a tape of one of the meeting of Bloomington City Council that was held in the month of October 2012. The focus of the essay will remain on analyzing the issue that will help to approach the problem. The agenda of the meeting has been attached in the appendices section.

Discussion

The meeting I have selected for this essay was held on October 11, 2012 that was related to a session on internal work memo. The objective of the meeting was to discuss the upcoming legislation based on “Common Ground: Toward Balance and Stewardship”. In meeting, the recommendations related to the Joint City of Bloomington Monroe County Deer Task Force were highlighted.

Issue of the meeting

The issue relates to the presence of the deer in the local woods of the place. Previously the deer were so scarce that, in a practical sense, they do not have any existence in the neighborhoods. However, the situation is changing today as deer not only become common in the local woods, but they are also abundantly available in the neighborhoods. One of the basic facts that can be assessed from the meeting is that the increased presence of deer in the woods as well as in the residential areas directly associates with the actions of human beings. Wildlife habitat has been split, and deer have been provided with the ideal environment by the elimination of all the deer predators. As a result of these actions, deer are abundant in some areas, while few places have even overabundance of deer. The human is responsible for the superfluity of the deer and, therefore, has the responsibility to address and solve this created issue.

Managing the community deer is not a straightforward solution as the process is very complex. Deer are among the sensitive and emotional beings and have very rare reproduction capacity. In the similar manner, human are also very complicated beings and have the potential to overwhelm the landscape, sometimes having very strong opinion about the presence of deer.
