ABSTRACT

Employee unionization and collective bargaining originated in 20th century America in the midst of an economic depression and during a period of intense labor unrest. In the public sector, unionization and the afforded protection of employee bargaining rights did not gain a strong foothold in the United States until nearly a quarter of a century later with the passing of Kennedy's Federal Executive Order 10988 in 1962. The study aims to carry out a detailed and comprehensive account of collective bargaining in the state of Florida. It aims to highlight the importance of collective bargaining and the negative consequences that occur as a result of the absence of adequate and efficient collective bargaining. Collective bargaining has brought about competitive workforce salaries and heightened unpaid fringe benefits including job security, health insurance coverage, paid time off, opportunities for professional development, promotion and tenure.
