Abstract

The counter terrorism is a campaign of the United States supported by several members of NATO and other allies, with the stated aim of ending terrorism internationally, systematically eliminating the so-called terrorist groups, so considered by the Organization United Nations (UN) and all those suspected of belonging to these groups and putting an end to the alleged sponsorship of terrorism by states. This offensive was launched by the International Bush Administration after the terrorist attacks of 11 September 2001 in New York and Washington, DC, made ??by al-Qaeda, becoming a central part of foreign and domestic policy of this administration.

Introduction

Terrorism is a threat to security, freedom and values of the European Union and its citizens, the Union's action intended to provide an appropriate and adapted to fight against this phenomenon. Prevention, protection, pursuit and response are the four pillars of its comprehensive approach. The European Union is endeavoring to both the prevention and punishment of terrorist acts and the protection of infrastructure and people. It also addresses the causes, means and capacities of terrorism. Coordination among law enforcement and legal within the EU and international cooperation are also essential to ensure the effectiveness of the fight against this transnational phenomenon. The Amsterdam Treaty created the basis for EU action, while limited to a few Member States. This action has intensified with the attacks that marked the United States (in 2001) and Europe. Global Counter-Terrorism Strategy of the United Nations adopted by all 192 Member States September 8, 2006. September 19, 2006 it put in place during the high-level meeting of the General Assembly. (Kegley, 2003)

The strategy builds on the many proposals and recommendations the Secretary-General Kofi Annan. The need for reducing the variety of counter-terrorism efforts of the UN system to a unified manner. In December 2004, in his report to the Panel highlighted the need to develop a comprehensive strategy to combat terrorism, which would take into account the factors contributing to the spread of terrorism, enhanced the ability of countries to combat terrorism and to promote the rule of law and protection of fundamental human rights. The group appealed to the United Nations to play a leading role in promoting a comprehensive strategy.

Discussion and Analysis

The Global Strategy of the United Nations against terrorism adopted by the States on September 8, 2006. These practical measures covering a wide range, from strengthening state capacity to repel terrorist threats to better coordinate the activities of the United Nations system against terrorism.
