Introduction

In the recent years it has been seen that U.S crime rate has shown increased ratio from before and the highest rate of crime and violence cases are conducted in the state of Baton Rouge and Louisiana. Baton Rouge has shown dramatic increase in the crimes and is considered as world's champion of prisons. This is the state in proportion to its population, the largest number of prisoners compared to all other U.S. states. And first place in the United States gives it the first place in the world. The incarceration rate in Louisiana is nearly three times higher than Iran, seven times that of China and ten times that of Germany (Wrobleski et al. 1979). Louisiana, one of 86 adults is in prison, nearly double the national average. In New Orleans, one of 14 black men is behind bars and 1 black man 7 is either in prison or in suspension or parole. The crime rate of the state is relatively high (Sheppard et al. 1999). This proposal mainly focuses on strategies to reduce violence and crimes begin with a brief overview of trends in this type of violence that particularly focuses on emerging trends and developments in Louisiana. It helps in highlighting the crime reduction theories from the State's Law. To the extent possible, the impact of these factors on the structure of violence is analyzed at the individual and community. This proposal also presents the results of research and evaluations programs to reduce violence and crime. 

Crime Reduction

Crime is not a spontaneous phenomenon. There are always factors that cause or trigger. The criminal exacerbation can be considered the expression of a serious and complicated social unrest impacting on criminal law. In every country in the world and in all periods of history there have been crimes (Karmen, 2001). Crime is a uniquely human behavior that is not observed in other organisms, in which aggression is limited to that necessary to feed and defend the species and territory.

Precautionary measures in terms of criminological prevention activities are divided into:

1) The general social,

2) Specifically criminology.

By scale distribute preventive measures taken at three levels (McCord et al. 2001), built on the vertical hierarchy from highest to lowest:

1) The social, economic, and other problems of society, reflected in the socio-economic transformation, and strengthening educational and ideological work;

2) Precautionary and preventive impact on specific social groups and social strata of the population, have been subjected to the influence of negative trends;

3) individual-preventive effect on individuals for a positive change in the system of value orientation, overcoming anti-social views and attitudes, the reorientation behavior.

Over the last twenty years, the prison population in the state has doubled, costing taxpayers billions of dollars, while New Orleans still prances in the ranking of U.S. cities in the number of homicides are perpetrated (Letschert, 2010).
