Clients face many challenges to be responsible in their dealings with the construction industry including the contractors and the designers (TERI Press, 2004).

Clients must be primarily sorted when they approach the contractors for building their services. Their savings, income, age and goals help in determining their possible involvement in benefit building. The design of the building program and the way it is presented produce the most significant impact on the probability of clients engaging the services (Chadderton, 2007).

Constraints (Technical, Legal, Environmental)

The process of construction is quite difficult, hazardous, and needs special skills and abilities to optimize the results. Governments are responsible for monitoring the practices of construction industry. The obligations include managing public sector practices, meeting the requirements of services, and also an effective relationship among the clients, contactors and the designers who are involved in the project. In last few years outsourcing, devolution and decentralization of contracting have also affected the traditional role of public works authorities and in few circumstances that has transferred the building asset role to the responsible agencies, which are equipped with the knowledge and design expertise of construction and design based on the policies made by the government (The American Institute of Architects, 2003).

All governments have identified the necessity for a capacity to form new strategies and policies, create processes and spread best practice to deliver the building services more efficiently. a wide range of professional expertise and skills can be purchased from the private sector. It is possible for the government need to maintain a capacity to manage risks by involving the private sector and forming strong contractual relationships to guarantee that their government's interests are secured (MacCollum, 2006).
