Introduction

For years, the idea has caught on that tourist destinations can be managed in a manner similar to businesses: the management of the destination. It is well known that the first thing the tourist to choose their holiday destination and is the only service later decide that tourist like. From the consumer perspective, competitiveness in tourism occurs primarily between destinations and not between individual companies. For this reason, marketing firms executed individually by a destination tourism (hotels, restaurants, tourist attractions, sports, ...) is not enough. Then they focused on destination marketing which gave us the concept of destination management organizations (Delgado, 2004). Destination management organization is an entity leading to coordinate the management of all elements including a destination (attractions, facilities, ease of access, transport, accommodation, etc) and activities such as product development, marketing, and setting their price.

Destination management organizations (DMOs) are pillars of the tourism industry. A number of challenges they face as they often consider new avenues of funding, embracing new technologies, facing increased competition, while adapting to the changing needs of consumers. Within an industry composed mainly of small and medium enterprises, EMT (BMD, Destination Management Organization) play a role first "umbrella" federating somehow an extremely heterogeneous environment. In this paper we are going to evaluate destination management organization of Quebec City in which structure, roles and responsibilities will be covered along with main attraction of Quebec City.

Destination management organizations are responsible for managing or encouraging tourism and visitors to the main attraction of the Quebec City. Tourism landscape of Quebec is divided into 22 regions and these are managed by Destination Management Organizations that represents members from their local travel industry. DMOs have an informational and promotional role (Goureaux , 2007). They are responsible for the development and promotion of tourism in their region and have the status of public body funded mainly by the state, although increasingly, the private sector supports. It is, for example, ASSET France, Canadian Tourism Commission, ATR (Regional Tourist Association) in Quebec or its equivalent in France of CRT (Regional Tourism Committee) to Tourist etc.
