The term 'primary education' is defined as the stage of education where children receive their basic level of formal schooling in a designated institution. The primary education is the most important milestone of the educational career. It lays the foundation of knowledge that is further escalated by the individual as he excels in his career, as well as, decides the course of future success in the life of an individual. It tends to develop the personality of the individual in determining to build the edifice of his living for tomorrow.

Considering the theories of development psychology; it is the most important phase of development psychology. Considering the development of child, primary education is the most phase of child education. The strength and security of child development highly depends upon the disbursement of primary education. It fulfills the needs for growth and development, as well as, it formulated the most important component of knowledge and learning for the child (Harnett, 2007, 36-103).

Basic education is the most important facet; it begins with the knowledge and exploration of the world around. Further, the child gains values and morals, as well as, discovers the truth about his place. It paves the path for the learning of the future, as well as, the foundation for the growth and development that has to be attained for the future.

The economy of Vietnam has been badly hit by the American War. The education and other developmental processes were hindered. People were finding it hard to survive due to poverty, illness and other troubles. In that case, the development of proper education facilities has been hindered. Schools were destroyed, and thenceforth, the government of Vietnam was incapable of developing sufficient facilities for the provision of education (Craft, 2002, 63-92).

Language and communication play a fundamental part in the development of approapirate study dtandards. As a result, it is very significant to assess the impact of introducing English language in Vietnam Schools for the purpose of dispatching appropriate education to the children in the country. The purpose of the paper is to assess the impact in relation to the enhancement of primary education standards.
