ABSTRACT

Schools across America continuously strive to provide the best educational experience for its students while generating enough funding for the normal operations of its school system. Historically, schools attempted to prepare their students for the future. Today, preparing students for the future includes scoring proficient or better on national and state standards in the subjects of math and reading. High-performing schools encourage involvement from all stakeholders in decision making, goal setting, and supporting student learning. An examination of NCLB school choice and student achievement can assist in determining whether the use of Title I funds for school choice was warranted. The NCLB transfer option may have a detrimental effect on both low and high performing schools. In recent years, the federal NCLB mandate encouraged parents to allow their children to flee failing schools using the transfer option. The study will analyze the concept of NCLB's Title I School Choice provision and its impact on performing schools.
