EPA and Coal/CO2 Regulations

Introduction

Electric power plays a central role in the economy of the nation and coal is important for power production because of which the cost and potential effect of regulations that are under development at EPA (Environmental Protection Agency) that plans on imposing newer requirements on power plants fired by coal, has been of concern for some. Of six developed rules that have been receiving the recent attention, one of the provisions is the Clean Air Act. The other two are Clean Water Act and the rules of the Resource Conservation and Recovery Act.

Most of these are expected enactment in the next 18 months. In short, the characteristics of these rules, criticized to be the regulatory "Train wreck", applied over large cost, which could lead to factory retirement, which may pose a threat to electricity supply. There is doubt whether there is sufficient electrical capacity (i.e., reliability of supply) in the country, especially from between now and 2017.

Although EPA is carrying out some of the regulatory actions in such short time, people have been questioning as to why so many of the regulatory actions are taking within such a short time, to which supporters claimed that decades of regulatory delays and the provisions of the Court have led to the decision. This has resulted in part especially taking into account that, particular consideration has been given by the Congress to electric utilities under various statues. In addition, some of the current regulatory developments are already ones that were, considered for a decade or longer, or are ones re-evaluated as early action were, delayed, there was revocation or court remanded EPA.
