Introduction

Every nation wants its government to be very good in its function for the maintenance and control of all the state related affairs within the country. The core mission of the United States is also the same to have an effective government to continue the state related function in a flow. It has been observed that the leader found in the United States always required a fair and strong national government for the country. These leaders also aimed to protect the freedom of the individuals and in turn prevented the government from abusing the power that the government possesses. The concept of filibuster has been significant in the Senate of the United States and is also found that filibuster is promoted by the Senate of the United States for some particular reasons. Basically, a filibuster in the Senate of United States is referred to any kind of obstructive or dilatory tactics that are used for the prevention of a measure from being brought to the condition of vote. The most common type of filibuster is witnessed when a senator attempts to entirely prevent or delay a vote on a bill by extending a debate on the measure, but other dilatory tactics do exist in this situation (Binder, 1996). The rules signified permit a senator or the group of senators to speak for as long as they wish on any topic of their choice. It is also researched that the debate could be brought to a close by invoking cloture under Senate Rule XXII.
