MEMORANDUM

SUBJECT: Fixing Urban Schools

Statement of the problem

In order to fix urban schools, there have been some key issues, which need to be address first. One of the questions is why can't cities utilize some of their energy and their civic power to revitalize public school systems? It does not occur so frequently due to the reason, several cities treat urban schools as the grimy laundry. Since these schools are struggling seriously and serving mostly poor children from low income families. Although, it is simple for people to treat them indifferently, however fortune of these schools is significant for a pragmatic reason. For instance, think of a condition, in which Texas eradicating its Hispanic population. The economic outcomes would distress, as productivity does not rely on economy. Individuals may strive to detach themselves, as some individuals from the poor and the low achievers survive. Consequently, for fixing urban schools, first other individuals and political leaders living in the cities must fix their standpoints about these schools (Joiner, 2003).

This policy memo is divided into six sections. The second part provides an overview of issues and problems pertaining to the concern of fixing urban schools. The next section signifies overview of policy, which is currently applicable and the fourth section illustrates some pros and cons of the current policy. Subsequently, the second last proposes new policy and the last part concludes this memo presenting the reason(s) for policy adoption.

Brief Overview of Issue / Problem

The US education secretary, “Arne Duncan” once said that the toughest work in urban education, at the present time, is fixing high and middle schools students who have been suffering with failure in studies or lower grades. Ten out of fifteen schools in Washington districts are languishing due to reforming underneath the Act of 'No Child Left Behind' and its continual letdown to achieve annual targets in standardized assessments. Some experts affirmed that commencing a school from the scrape is normally easy as compare to managing control of a present school in such circumstances where political disputes, scratch tissue from the former development efforts, and bureaucratic inactivity can make change intricate.

An expert on school takeovers and executive director of the Association of Independent Schools of Greater Washington, Thomas Toch, says “You have to work against a prevailing culture that is a failed culture. It is very difficult to do if you cannot bring upon people from your own civil community and smack the revive switch” (Bill, 2009).

Overview of Current Policy

Congress is striving to design and implement further steps along with No Child Left behind Act and slight conformity on the perspective. With the stress of other businesses and the serious divergence in Congress regarding the education law, it is not evident that whether these steps will be reapproved in the coming years.
