Introduction

For company better performance and success, the formulation of standards is essential feature for companies in order to make their overall process smooth and organized i.e. in one direction. Businesses much advantage from standards from small point to high point. Leader Keys Effectiveness System standards was introduced by Georgia Department of Education so that their evaluation system can be effective. LKSE is an evaluation method that offers state in ensuring consistency as well comparability throughout different regions based on common concept of leader effectiveness. There are almost eight Performance Standards, in this paper; the focus would be on Standard 5 and 6 along with the reasons why it is important for school improvement.

Standard 5 is related to the Human resource management and human resources management with respect to school refers commonly with choosing quality teachers and staff with induction and supporting new teachers, counseling beginner teachers, offering professional growth opportunities and lastly retaining quality staff (Barge, 2012).

According to different researchers, effective leaders have a tendency to recognized right person for right place. As far as Georgia Department of Education's Human Resources Management standards are concern, their main responsibilities is linked with appropriate selection, indication, support, evaluation, retaining quality instructional and staff personnel. Beside this, they also understand that supporting teachers, affirming them and discovering opportunities for them i.e. for both staff and teachers so that they can grow professionally impact the end result which is achievements of students. Considering this fact, targeting right person for right position having compatible skills and professional abilities is vital and for effective leaders, to take this responsibilities is challenging and critical (Wells, 2013).

Furthermore, this standard further state that the core responsibilities of effective leaders is the selection of capable and committed teachers, that has ample skills to create a better culture for students, for new teachers and development of morale in them. The reason for this is that majority of efficient and capable teachers leave this profession due to lack of administrative support.

Horng and Loeb state that students have tremendous impact on their learning when school leaders hire teachers that are aware of children psyche. School leaders should know which class they should assign to the teacher knowing their capacity and aptitude. Beside this, of this teacher is ideal then school leaders should know how to retain them and formulate strategies for them so that different opportunities can be created for them in order to increase their morale and how to improve their existing training.
