Introduction

Historically, occupational health and safety and worksite health advancement programs have been managed individually, and occasionally at cross-purposes (Heaney and Goetzel, 1997). However, there is potential for significant convergence across these disciplines and much to be gained from boss provision of integrated health and productivity management programs that address worker health advancement and health defence in a coordinated manner. This amalgamation of health advancement and health defence appears natural, since individuals spend a large piece of their days at work, and possibilities there abound for advancing health and holding employees safe (US Department of Health and Human Services, 2000). Recently, greater integration across these disciplines has been advocated by employers and other stakeholders in the USA and internationally, with greater concern placed on how the areas can support each another (Mercer Human Resource Consulting, 2006b). Health and productivity management programs that offer a comprehensive and integrated approach to creating and maintaining a healthy and safe workforce are a natural outgrowth of worksite health advancement and occupational health and safety activities. The ultimate aim of health and productivity management is to identify the interrelationships between employee health and safety, and to encourage and defend the health and safety of workers across multiple grades of leverage, based upon a comprehensive risk decrease approach (Sorensen et al., 2002).

Over the past several years, boss concern in applying health and productivity management programs has developed substantially. Pioneering employers, especially larger ones, appreciate the potential financial gains that can be achieved by having healthy, creative, and safe workers. They in turn have started to integrate corporate health advancement and safety programs. These forward considering employers have positioned themselves as the hubs of health and productivity management activity by evolving and proposing programs that are matched to their corporate heritage, and engaging vendors with know-how and know-how in consigning interventions that advance health and decrease injury.

The Control of Substances Hazardous to Health (CoSHH) Regulations 2002 relates to a large variety of substances and preparations which have the capability of causing harm if they are inhaled, ingested or exposed or absorbed through the skin.

These encompass individual substances or preparations such as paints, metals, cleaning materials, pesticides and insecticides. They also include chemicals which are deemed toxic, harmful, corrosive, irritant, sensitising, carcinogenic, mutagenic or toxic to reproduction. Biological agents are also covered under CoSHH Regulations for example micro organisms such as bacteria, fungi and viruses. Most pathogens that have one or more harmful properties are infectious but some agents can be dangerous in other ways for example, via the production of toxins or by encouraging allergic reactions.

Substances hazardous to health can appear in many other forms such as solids, liquids, vapours, gases, dust, fumes and smoke.
