The health system should be generating and resource manager capable of protecting citizen, family and informal caregivers in health promotion, disease prevention and access to health care including rehabilitation and palliative care; The Health System develops services and interventions based on criteria of cost-effectiveness and sustainability in order to obtain the greatest return on health gains and economic value and social resources available Health is a human and social capital invaluable, inter-dependent on other such as education and wealth. But, unlike these, health cannot be accumulated. The disease is an added cost, either in direct costs (For example, medication and exams) or in indirect (For Example, absence from work and loss of productivity) the cost of treatment can have negative impact on access and health gains. Lower socioeconomic groups are less able to access care if they have to pay at the time of use. The reduction of this impact contributes to achieving health gains through: Reduction of significant social, economic and educational in behaviors that promote health and disease prevention; Access and continuity of care to prevent the loss of individual capital health and promote a return to active and productive life; Rehabilitation and integration of citizens with temporary disability or permanent, so as to achieve the earliest possible, their potential health and economic and social participation (Neumann, 2011).

It is a basic right of every citizen to access quality health care facilities the health policy and the cost of it is discussed in this paper. No doubt, health has been one of the top priorities of every U.S. leader. However, their health care plans always received huge attention as well as criticism from various health circles. Health education and health care policy should provide relief to the people. Barack Obama's Health Care and Education Reconciliation Act 2009 intends to provide quality health care to all American citizens. Obama favors his health care reforms and claims that his healthcare plan is affordable to every American citizen and implementation of this plan will not just reduce personal bankruptcy but also improve the insurance system of the country, which can be seen as great assistance to American people in their health care need. This paper investigate the issues, benefits and future implications of the above mentioned act through analyzing different aspect of the health care reform policy.
