Introduction

Healthcare rationing is basically a conscious decision in order to exclude certain people from a treatment or service they need. Rationing in a particular state occurs when it is being determined by the state that who actually is entitled or eligible for the Medical Assistance insurance. Rationing also occurs when a decision is to be made on which patient gets an organ transplant according to the waiting list. There is the utilization of rationing when health insurance and health services prices are being set that is not affordable by some people.

Health care rationing is an investment, not on an individual level, but it is also considered as the social investment. Normally health care rationing is considered to be the terms related to distributive justice and/or social justice. The advocates of health care rationing argue that, issues in relation to justice are at stake in the social debate. In United States most of the rationing is financed on a private basis so, most of the rationing is done by price.

Health Care Rationing

Health Care Rationing is referred to as the planning of available health resources for the equitable apportionment, allocation, or distribution. It is a technique in order to distribute scarce resources (Singer, 2009).

Rationing has a less concern with the controls related to finance and more over with the prioritization and allocation of resources of health care. In comparison to cost containment, rationing is more doctrinaire and interventionist in affairs of medical. It is a controlled distribution of resources, service or goods that are scarce. Rationing is not a new concept in the health care. It has been occurring for many years. Rationing frequently occurs in times of emergency and also when the recourses are limited, or demand for them is in a large number. Some of the critics argued and questioned that elder people have already lived their life at full so they cannot be given the health care rationing. They also insist that, young people are more likely to have the benefits of health care rationing in their life. They are of the view that the resources should be allocated for the training and education of the young people. This can be done to remove the poverty and ill health of youth (Dey & Fraser, 2000).

Health care is not only an investment by the individuals but also on a social level as well. In United States, rationing is not a centralized, top-down policy which is imposed by the government. If there is an absence of a global health program, rationing will take place in both the private and public sectors of health care.
