Introduction

An emergency event is one that can be described as where people are needed to be saved from the risk of a disease, a natural disaster or a terrorist attack. The events can originate a lot of apprehension among the people which makes it difficult to calm them. When people are ruffled they tend to heed less to an instructor. A person would panic and worry about his/her loved ones and try to save their life instead of listening to a person who tries to help him/her logically.

The floods that occurred on November 29, 2007 in the Great Costal Gale were due to the miscellany of the typhoons in Mitag and Hag ibis. These were the formations of the Pacific Ocean and were conceded to the Pacific Northwest by the Pineapple Express. The national Weather Service issued the first hurricane forced wind warning for the Oregon coast.

The three storms came from December 1st to December 3rd. The first storm came along 14inches of snowfall in Washington. On December 2nd, the second storm came with much rainfall and much drastic fall in the temperature. This caused the Mason and the Kitsap County to close down due to heavy rain and snow. A landfall was caused due to the second storm on December 2nd on the Oregon coast with the hurricane-force winds. These winds were forecasted with tropically-affected temperatures. Within two hours, the temperature of the region shifted from freezing points to above 60 degrees bringing heavy rains.

The movement of the storm to the north side of Oregon and Washington caused strong rain (up to 274mm) and lasted for 24 hours. This resulted in the melting of the snow and it was indicated that this would result in much flooding in the region. Flood warnings were issued in Washington across the five rivers late at night. The Skokomish River hit the flood stage at first around 2:45am on December 3rdwhile the drenching rains continued. Other rivers started to flood their banks at around the same time and news of this flood spread across Washington.

Activities Performed to Help the Victims

The Great Coastal Gale was devastating. The people of the region were asked to evacuate their and much valuable infrastructure was also destroyed. Oregon Emergency Management's (OEM) means of communication with other countries were lost. These means of communications were by landlines, mobile phones and computers. All were lost due to the heavy rainfall. The emergency managers at County needed to get information to the State and the State needed to find out what resource the counties needed so all could be provided to help the flood victims.

To help the communication to establish, Volunteer Amateur Radio Operators (also known as HAMS) stepped up to help build the communication between the State and the counties. They often use their own equipment to send and receive messages.
