Introduction

In the U.S. and in other countries there are organizations that are engaged in the promotion of legalization of marijuana. One of the oldest known organization in this regard is called the NORML (National Organization for the Reform of Marijuana laws), founded in 1970. It was founded to advocate the abolition of criminal penalties for the possession of marijuana by adults, including for its cultivation for personal consumption. NORML promoted referendums in several states, which resulted in the marijuana being decriminalized in those states. In the year 2009, NORML planned to launch television commercials in the United States of America in order to promote the legalization of marijuana. Other groups advocating legalization or the persecution of consumers include: CIRC in France, Ale Yarok in Israel Law Enforcement against Prohibition, Students for Sensible Drug Policy, Drug Policy Alliance, Marijuana Policy Project and Coalition for Cannabis rescheduling (Franklin, 2011).

At the international level, Transnational Radical Party advocates for the decriminalization of cannabis, which also issued a petition to reconsider the UN convention. A similar petition was published in the Russian Radical Party, as well. It is planned that the Office for Safety of medicines Fimea in Finnish will decide on the legalization of medical cannabis to relieve pain in patients with multiple sclerosis, as its medical use has been steadily increasing (from 2008-2010 about 10 permits were given, in 2011, and issued 48 permits Fimea) (Franklin, 2011).

This should be taken into consideration that tyhe effects of marijuana use are different, have different intensity depending on the subject matter, the psycho-physical circumstances in which it is assumed, by the simultaneous intake of alcohol or other psychoactive substances, the consumer and the amount of active THC taken and the chemical composition of the species examined, such as species with high levels of CBD and moderate or low levels of THC have mainly local effects on the body. This brings relaxation and analgesia, features that make it preferable to other for therapeutic use. If the person is not involved in commiting any crime, then he should not be penalized or charged considering the fact of his medical background.

Measures to legalize Marijuana

The mode of action of each individual depends on their training, which is why the first step in the legalization of drugs, should be instilling in those principles and values that make it an integral being. The legalization of drugs cannot be immediate; this process requires a time that ensures prudent training quality, so that the company is mature enough to control the situation (Franklin, 2012). A society approving the legalization of this drug, must be willing to undergo a restructuring in its political, legal and economic system, since the place within a legal framework, require greater intervention by the state and flexibility in for consumption and distribution (Franklin, 2012).
