CHAPTER 2: LITERATURE REVIEW

The world is moving from an industrial based economy to an information-based world. The convergence of digital information and telecommunications technologies are having profound socio-economic effects. Researchers and practitioners are documenting radical and pioneering new ways of doing business and generate economic development. Policy makers are well aware of these trends (Chatterjee, 2002).

World trade patterns are in a transition period especially since the new "e-commerce routes" that were put on computer networks worldwide related. Ancient trade caravans full of exotic products have now been replaced by streams of bits and bytes, and the orders of the people and provide the place of payment worldwide through telephones and computers. Trade routes of tomorrow will be constructed with fiber optics and sophisticated satellite constellations. They provide an almost instantaneous transmission of data, information, ideas and entertainment around the world (Chang, 2003).

Strategic use of information technology

Such strategic use of information technology (IT) is the key to economic development vision of the major economies and many in the developing world. Governments are implementing policies that encourage the development of information infrastructure / telecommunications globally and nationally. In order to participate in these global changes and individual nation states within Belgium and the Netherlands. They have launched their own development plans to meet the challenges of the information economy. Several states in Netherland and Belgium have invested much effort in facilitating and encouraging the construction of more sophisticated telecommunications infrastructure (Cerpa, 2008).

The technologies most likely to help this sector are those that can demonstrate its cost-effectiveness in supporting core business functions of the individual small business and the expansion of strategic options. Ibrahim and Goodwin found that small business owners believe that business and management skills are keys to business success. E-business properly integrated into the business environment has the potential to support these activities. IT approaches that combine information technology and telecommunications have attracted strong interest, including Internet and e-business (Cash, 2009).
