Legislative Review

Introduction

The essay is related to the outcome of legislation review of the 9/11 Commission Report. The paper discusses what laws were established from the Commission Report. The 9/11 commission, on July 22, 2004, released recommendations to make U.S. safer, more secure and avoid any future attacks on the American soil. These were accepted by a unanimous and bipartisan decision and came directly from the investigations of September 11 attacks. More than 6 years have passed without any other major attack in United States and credit should be given to courageous Americans. The threat still remains (Wasem & Garcia 2004, p. 2).

Objective of the Legislation

The purpose of the legislation and the related events has revealed an accelerated process of securing started since the end of bipolarity. This process included a commitment to strengthen border controls, use of high technology in surveillance and control, targeting foreigners from developing countries considered unsafe and a classification of certain states in the group concept involving moral and emotional reactions to describe the enemy in the international arena. Thus, until the attacks of Sept. 11, the fundamental concept has enabled us to grasp the concept of security was that of national security corresponding to the realist conception of security in the sense of making Morgenthau employs her defense of power and interests of the country. The Government Accounting Office provided advanced methods for information sharing of homeland security agencies. It ensures the productive information sharing of federal, local and state. This helps in enhancing a relationship between the federal governments regarding the protection (Kean & Hamilton 2010, p 1).

Identify the Nature of the legislation and what your title covered

The concept of homeland security presupposes the vulnerability of U.S. territory and provides protection to the inside of its borders with the deployment of all security agencies from the FBI to the military. The homeland security thus built around the idea of locating, identifying, monitoring, removal and / or suppression of enemy infiltration. For that, it provides for the setting up of a combination of elements as diverse as monitoring of public and private life of individuals, their movements and networks, the increased surveillance of airports and seaports, places of work, protection of critical infrastructure like the power grid and the fight against nuclear and chemical weapons, biological and nuclear weapons of mass destruction (Fenster 2008, p. 1246).

Analyze the Effects of the legislation

The National Congress after the terrorist attacks considered congress acts as broken up to several committees. The congress did not consider preserving the national security and denied addressing on crucial issues. After these attacks and considering the aftermaths of attacks, the Homeland security formed which was responsible for various functions. These include emergency preparedness and response, biological, radiological, nuclear and chemical countermeasures, border security, infrastructure protection, information analysis. While the September 11 attacks and the war against terrorism has had significant implications for security and borders in the U.S. Homeland Security established was a main concern of Americans (Howard 2005, p. 5).
