CHAPTER 1: INTRODUCTION

The American public schools have to manage the assigned responsibilities. Through latest educational policies and legislations such as, every child will be given an opportunity for getting education and the awaiting of re-authorization of IDEA (1997) by increasing the measures for accountability. The student achievement is highly recommended in this regard and it is emphasized by the educational authorities. The diversified population of children need education and social security so that they would be able to make up their lives according to the societal trends. Students are empowered by the educational authorities to get their educational rights acclaimed and they are given effective support system. The administrative and financial barriers that were found in the lives of students in the past were managed accordingly. Due to the environmental and personal issues children face great many challenges in their lives. All these issues have resulted in lower level of socialization and academic achievement, as compared to those students, who have mental peace and are not having any kind of such issues. The children should be provided an opportunity to explore their environment and get them adjusted to it.

According to Mahoney and Cairns (1997), higher level of risks is observed in the students who are elder than their other classmates, which is more often due to late schooling and also due to grade withholding. The students, who have lower level of aggressive tendencies and those students who display academic performance that is much lower than the average level. There are various characteristics that can help in differentiating a child from another child. The children who are at risk of social and schooling issues can develop sense of negligence that can even affect their mental capabilities and behavioral patterns. Lower self-esteem and negative attitude is developed in children, when they are not getting their rights accordingly. The mental capabilities of a child is dependent on the environment in which he or she lives, if the environment is good and conducive the child will be able to develop positive mental patterns that will be beneficial for him or her in managing the career goals and ...
