Introduction

Nursing is an important part of the health system, with its considerable human resources and real potential to meet the needs of the population with an accessible and affordable health care. Nursing provides an individual, sick or healthy, help in everything that contributes to the health or its recovery (or the onset of a painless death) and what people could cope without outside help, if he had enough strong, purposeful and informed, and do so in a way to help him as soon as possible to regain self-sufficiency.

Nursing is an art and science simultaneously. It requires the possession of specific skills, knowledge and skills in their practical application, based on knowledge and methods of the various humanities and sciences, studying the physical, social, medical and biological laws (Clarke, 2007).

Challenges in Nursing

The process of reform of nursing in Belarus has been slow and difficult for several reasons; one being the lack of activity themselves nurses. Being on the sidelines of medicine, nurses often do not seek to be proactive. However, without quality nursing care cannot be of high quality medical care (Boyle, 2006).

One of the major challenges that nursing industry faces is the problem of restructuring which requires new approaches in order to solve complex social and psychological problems in the management of human resources. The main directions of optimization of resource maintenance of health are:

Elimination of direct loss of resources by eliminating duplication of functions;

Reallocation of functions between physicians and nurses, between the middle and junior medical staff;

Strengthening the position of the nursing staff at all levels of health care;

Increase the share of nurses in the personnel structure of the industry;

Improving their legal and property status, etc (Boschma, 2007).

In many countries the demand for nursing staff, as their practice flexibly respond to the demographic, economic and social change. As a result, nursing work has become a key component of medical care in any setting. Scope of nurses includes providing a wide range of services in primary health care and participation in high-tech research. In several states have a similar range of roles nurses formed is not planned and haphazard. This process was caused by the needs of the population, and in some countries - the desire to curb rising costs in health care. Consequently, experts in the field of planning has become more difficult to describe the nature and scope of medical practice and, accordingly, bring the skills and knowledge of nursing staff to the level of people's needs without duplicating services(Hansten, 2006).

Analysis of the major practices of nurses in the regions by the survey suggests a number of obstacles to reforms in nursing, including:

Legal (lack of standards and legislation on nursing activities, including those with advanced nursing education);
