Introduction

The new Nomos of the earth explains the earth as a plant on the whole and searches for understanding the worldwide division and order. Allocation, sharing and creating are the primitive activities of the history of humanity. Each of the three acts mentioned have their own structure and flow. The book tries to explain how the concept of authority and allocation has changed in the earth's history with progress. The book describes the beginning of the Eurocentric global order, which start from the uncovering of the new world. It discusses specific nature and its role in civilization and five reasons for the decline at the end of the nineteenth century. It concludes with the future of a new world order.

Discussion

The central theme of the book is that a new political difference is developing and it is to be recognized. The book goes into details of the history of a long time and suggests that in the past the world was viewed as a whole. There were empires and they had no system. The concept of GroBraum and terrain is unrelated here. Within the, GroBraum, Schmitt believes that the influential powers use their forces but do not look to take over the land as was with the previous colonization eras. The dominant powers of the world do not seek to conquer territories but rather tries use its influence. State control exists on paper on the boundaries of a map and the limits are fixed but internally these boundaries are influenced by the economic superpowers. An important aspect of a sovereign state is not only to decide on 'such concepts as independence, public order, legality, and legitimacy' but also on 'its constitution of property and economy' (Schmitt, 2003, pp 225-226,252-253). Now this has been overturned to cuius economica, eius regio (Schmitt, 2003, pp.285, 308). Economic domination gives control over a region. According to Schmitt:

Territorial sovereignty [territoriale Souveränität] was transformed into an empty space for socioeconomic processes. The external territorial form [territorial Gebietsbestand] with its linear boundaries was guaranteed, but not the substance of territorial integrity [territorialen Integrität], its social and economic content. The space of economic power determined the sphere [Bereich] of international law. (Schmitt, 2003, pp .226, 252)

A system of contracts and interventions require people to follow guidelines and protects against the start of anything unjust. Schmitt believed that the international legal system such as the United Nations is a conventional flow of legal systems and there should be an interrelated, natural legal system. European states share similar legal systems that form the foundation for a judicial community. He believed that an international system can be based on shared values that make the playing field leveled for all the countries. Schmitt highlighted the achievement of Europe in creating the first real world order of international law. This limited war to clashes and resulted in civilizing war.
