This paper aims to address the following question:

“Compare the approach to state welfare provision in the period 1906-1911 with that of the poor Law Amendment Act of 1834. What were the main reasons for this changes of approach?"

Introduction; This will comprise of a short introduction about the Liberal Government and its reforms from the period of 1906-1911. In 1906, the Liberal Government got huge success in the elections. The main aim of the reforms made by the Liberal Government during the period of 1906-1911 was to save the friendly societies. A point, which is noteworthy to mention, is that the modern welfare state in UK has emerged based on the legislation of the Liberal Welfare Reforms. The incident of these reforms emerged as a result of realising that the Poor Law provision needs alterations. As a matter of fact, a prime reason for the victory of Liberals was that they were the first to make poverty as an important issue during elections.

Discussion; In this portion, we will discuss about a few State Welfare Reforms, laid down by the Liberal Government in detail. Moreover, we will also discuss why the Old Poor Law was modified, and the factors behind the failure of the Poor Law Amendment Act of 1934.

The Liberal Government introduced a number of reforms specifically for children, workers, senior citizens, agriculture and in a number of other areas

David Lloyd George passed a unique budget, in which the rich paid taxes in order to provide subsidies to working citizens and the weary and injured workers. In his argument, Lloyd stated that this budget would eradicate poverty. the Liberal Lloyd tried to make every possible effort to drive poverty out of the state, establishing a welfare state in actual manners.

Prior to 1934, changes in these reforms were required because parishes were responsible for relief of poverty and their system was not properly organized. Their system was thought to be the cause of idleness among people, and the amendment of a new law was a crucial requirement. The Poor Law Amendment Act of 1934 led to instant economic growth, lowering the costs of relief in almost every area of the state. A prime reason behind this was the deliberate conversion of conditions. Nevertheless, this act remained unsuccessful in decreasing the major issues of the society. This new law restricted the power of rural oppressors, regardless of its decreased flexibility as compared to the Old Poor Law.

The new poor law faced opposition named as the Whig Starvation and Infanticide Act.' Although this was propagated on a massive scale in some areas, through newspapers, demonstrations and petitions. The moneyed class has serious concerns in response to such acts; where as the working class maintained their extreme dislike for the workhouse. Regardless of its further reforms, the New Poor Law Amendment act was a failure because of a number of reasons which will be discussed further in the paper.
