Moreover, the proposal discusses the aims and objectives of the study and the proposed method for the research, as well the possible limitations which the research may entail.

The role of civil services has always been crucial in British life, supporting the well being, security and success of the country. Whitehall civil service has always had an obligation to ensure that it's spending gives value for money and deliver quality public services. Operational risks are the potential loss due to lack of capability or failure of processes, personnel or systems. The government has been implementing the change management programs in many civil services departments and agencies such as education, welfare, law institutes and health.

Problem Statement

Without understanding the operational risks associated with changes in Whitehall management, it is impossible to develop mitigation strategies. The financial crisis and reforms in Whitehall civil services has increasingly stark choices on how to utilize its resources effectively.
