Executive Summary

There are diverse issues involved in program proposals and thus require a comprehensive approach and attention to all factors. Since, there is a widespread issue of rising crimes in the context of American society, we have taken the project of successfully implementing a framework pertaining to community policing. Effective Community policing goes a long way in successfully decreasing the level of crimes in the society as well as increasing the public confidence in law enforcement agencies. Since this issue is highly related to public safety, we thought it was a pertinent issue to talk about. We have discussed the overall significance of this project and the guidelines to be followed for the development of an effective community policing mechanism.

Statement of Need

The role of Community Oriented Policing Services (COPS) has undertaken various partnerships in order to have a process of problem solving in place between police, faith based agencies and communities. They have played a major role in the development and implementation of organization wide plans to ensure the assistance in the implementation programs of community policing. The Community Oriented Policing Services has been credited with promoting and implementing a national mechanism of community policing training. The COPS has also been known to provide adequate funding for the hiring of community policing personnel in the context of American society (Brewer & Grabosky, 2013).

Community Policing has been a rising field in the context of American society since the level of crimes have been increasing to a great extent. The most important public safety need that requires attention is that there is an absence of a unified mechanism for implementing effective community policing. This has been a major factor that led to the alarming rise in the level of crimes in USA. There have been many frameworks developed in the context of community policing with the absence of a unified approach to deal with crimes. All the models have their own set of pros and cons. Thus, so far there has not been the application of an ideal model that looks to eliminate the prevalence of crimes. Community policing is considered to be an effective crime tackling measure, but the high degree of uncertainty and chaos affecting the present scenario of community policing has significantly affected the level of effectiveness and has decreased public confidence in the role of community policing (Brewer & Grabosky, 2013).

Thus when the time comes for an agency to successfully implement one of the approaches in the context of community policing, it has to choose from numerous approaches which are not comprehensive in nature. Thus the process of meticulous planning in the transformation of an agency in the context of community policing is a rather complicated and difficult task (Gibson & Krohn, 2013).
