Conflict resolution is a concept associated with human relations, mainly related to management and methods and tools for decision making. It consists in choosing a solution to a confrontation and its implementation. When it comes to practices against the judicial system or a State decision, it is called alternative dispute resolution. The conflict is a situation where social actors interdependently or pursue different aims, defending conflicting values, have different interests or opposing either competitively and simultaneously pursue the same goal. The conflict exists between two or more people. There are several conflicts prevailing in the rural areas. This paper will discuss the conflict management and policies in terms of rural areas. The paper will also discuss some case studies regarding the conflict management in rural areas.

Development of Rural Areas

A key element of agricultural policy for sustainable agriculture and nutrition is the promotion of the vitality of rural areas. The measures in the rural development sector (mainly structural improvements) help improve the living conditions and economic, in particular in the mountain region and outlying regions. The tools are also used to reduce production costs and to protect the cultivated land as well as buildings and agricultural plants from damage or destruction due to natural events. The measures also contribute to the achievement of ecological, animal protection and planning. The most important tool in support of agriculture in the development and promotion of competitive structures are formed by investment aid (non-repayable contributions to cantonal participation and investment credits in the form of interest free loans). They are granted for individual and collective action, and make possible the realization of projects that agriculture should not borrow unsustainable. In other countries, especially the latin american states, investment aid is among the main measures to promote rural areas. In the following list in addition to the instruments in the field of rural development, are also listed those pertaining to other areas that affect rural areas and, therefore, the sustainability of agriculture and food.

Improvements and land improvement (groupings of land, construction of roads, water and electrical supplies, measures to regulate the water balance of soil, irrigation and drainage works and restoration of land to cultivate and rural engineering works following inclement weather).

Agricultural buildings (construction or renovation of buildings for residential and rural economy), and Farm Diversification.

Aid for conducting business (initial aid, debt conversion).

Retraining of farmers interested in non-agricultural profession.

Collective initiatives project (coaching pursuant to article 136).

Regional development projects (under article 93).

Spatial planning in agriculture, protection of arable land (SAC), natural parks.

New system of financial equalization and division of tasks between the Confederation and the cantons (NFA).

Protection of nature, landscape and environment, EIA, water management and water protection.

Projects of national roads, rail systems and Pipelines.

Forest and forestry.

Farm mechanization and technical issues.

Rural Land Law and Law on agricultural rents.

Problems in the Rural Areas
