Introduction

American revolutionary leaders in 1776 were excited about the opportunity of creating a government from, in John Locke's phrase, tabula rasa (a clean slate). John Adams wrote, "how few of the human race have ever enjoyed an opportunity of making an election of government … for themselves and for their children." John Jay agreed, declaring that the revolutionaries were "the first people whom heaven has favoured with an opportunity of deliberating upon, and choosing the forms of government under which they should live."
