Question#1: Development of estimation for a new system in the absence of historical data

The fundamental principle of estimation is that there must be a past data, on the basis of past data, a future projection is made.

If there is no historical data and you have to estimate a new project than the estimation will be made on the basis of best judgement.

However, judgement can be risky

Therefore, for reducing the risk, the interviews are taken from the staff to know their views about the past project and its outcomes.

Different outcomes are estimated and the cost and risk of each estimate is analysed.

The less risk and less costly estimated outcome are incorporated in project development.

Thus, the estimation for future project will be made on the best judgement and staff interviews.

Question#2: Difference between assumption and constraint

Following are the differences between constraints and assumptions:

The facts that are considered when the project development will be executed are known as assumptions.

For instance, when the project development is designed, some assumptions are made such as availability of resources, type of data, tools, etc.

In short, assumptions are facts.

For project, there are some conditions that must be satisfied, these conditions are known as constraints.

For example, the historical data must be valid for the project. This is a condition for project development.

In short, constraints are conditions or restrictions.

Question#3: Derivation of conversion factor from function points to lines of code

Count the functions that are inputs, outputs, etc.

Make the function's complexity.

Give the wrights to the functions.

Multiply the function with the weights and then total them to get total function points.

Conversion of function points into LOC by using the following formula:

LOC = function points * adjustment * conversion factor

For implementing functions, the conversion factor based on the historical data represents the average numbers of LOC (Futrell et al., 2002).
