a. Shared responsibilities

Given that terrorism is a threat to homeland security, freedom and values of the state and its citizens, action by local police aim to provide appropriate and adequate response tailored to combat this phenomenon. The four pillars of its comprehensive approach include prevention, protection, prosecution and response. Local police works hard to prevent and decisive action against terrorist acts and protect citizens and infrastructure. It also deals with the causes, sources and possibilities of terrorism. Is also necessary coordination between law enforcement and judicial authorities in the local police and international cooperation to combat this transnational phenomenon was effective.

b. National Strategy needs local LE support

Most formulations that seeks to define terrorism, agree in stating that it is a premeditated and deliberate violence directed against non-participating persons, whose purpose is to cause fear as a means to fulfill a political, religious or ideological requirements and objectives. State government should adopt strategy of good governance in efforts to tackle the causes of radicalization. In this view, the United Nations proposes that an effective fight against terrorism organized around the following four objectives: prevention, protection, persecution and response.

Prevention

The objective of prevention is to combat radicalization and recruitment of terrorists to identify the methods that day propaganda and the tools used by terrorists. For the objective of prevention, it is important to focus on the following priorities:

To tackle terrorism encouraging and recruiting new terrorists and key environments;

The objective of protection is to make the terrorist attacks less vulnerable and also minimize the consequences of attacks.
