Introduction

The Emergency Management Assistance Compact established when nation's mutual aid system need arises. Hurricanes, Disasters, earthquakes have growing rapidly in United Sates due to the global warming. This compact established in 1996. The Emergency Management Assistance Compact is the first one to come forward after civil defense and disaster compact of 1950. Many other countries including Latin American Countries become a member of EMAC after signing the legislation. The member includes United Sates of America, some District of Columbia, Guam, and Puerto Rico, Islands. This compact is working successfully in United States and helped out with their full potentials in any disaster (Czerwinski, 2007).

EMAC has quality of governance structure that distinguishes it from other plans and compact. It has good relation with federal organization, counties, states, regions, and territories. It works outstandingly, and its ability to move any resource one state wishes to utilize to assist another state brings them up. They are the instant helper that is available with their force to meet any natural disaster.

EMAC has conventionally used by states for National Guard and other emergency management assistance. However, it used with much accomplishment during the 2005 hurricane season to provide public health and environmental health assistance (Kalis, 2007).

EMAC provides assistance to every member country at any time. They are always there for help and facilitation. The organization has its expertise in hurricanes and earthquake. This organization is not expanding and working for some other areas. There are some areas in intergovernmental relations that can be merged with this organization and work perfectly as they do.

EMAC is the effective and efficient compact that has potentials to provide assistance in other intergovernmental relations. It has resources and economic factors that can provide much more help to governmental issue. Their potentials and resources can be used is several areas. The land planning issues, water and sanitation issues, and other intergovernmental issues can be solved by the EMAC. The competitive advantage of the compact is its process. The process of EMAC can be implemented to any area of intergovernmental relations. It could produce the better results in these areas while implementing these processes.

Process

The EMAC process comprises of five distinctive phases. These are the interactive phases that provide edge to this department. All the activities in the organization are through processes. There is no such unbridled work everything is planned. If the disaster is unexpectedly appeared, even then they are ready for action.
