“Analyze and evaluate the role of taxes that generated from alcohol and tobacco, whether used in overcoming ever increasing medical cost”.

In order to pay for legislation of health care that extends health insurance for the citizens of the United States and reduces the cost of health care expenses. Congress should take into consideration the revision of substantial real reduction in present decades in federal excise taxes on tobacco and alcohol. The purpose for selecting this topic is to help pay attention to pay for reforms o health, describe the choices Congress could take into consideration for amplifying the taxes on alcohol and tobacco that increase to $100 billion from $27 billion over the past ten years (Economists' Declaration on Federal Alcohol Excise Taxes, 2005).

Since 1991, taxes on Alcohol and tobacco have reduced in terms of inflation-adjustment, when Congress adjusted them, and it is expected to reduce 8% more over the decade in future. Since, the taxes unimplemented on the basis on the basis of the quantity instead of the quality purchased, therefore, the quality of taxes does not automatically amplify as the cost of the good amplify. Such as, considering a glass of alcohol that is worth $4 in the year 1991.

The tax on the glass was about 4 cents, or say 1% o f the prize purchased (Congressional Budget Office, 2008). Because, alcohol taxes are not indexed for inflation, therefore, inflation has noticeably eroded the real volume over the time and will be continued in future.
