Abstract

This research paper seeks to identify the determinants of poverty in Milwaukee other cities with an urgent need for a new source of liveable wage jobs for low income residents with “barriers” and to profile groups at risk of adverse labour-market outcomes. Barriers impede one's ability to move out of impoverished situations such as employment problems which include youth and adults who do not have a high school degree, have been out of the labour market for a long time, were formally incarcerated, have limited education and/or labour market skills. This research paper describes a group of jobs with unlimited potential to fill this need with green collar jobs.

Green Jobs Can Provide Solutions to Poverty

Introduction

Unemployment and poverty are the two major challenges that are facing in Milwaukee and other cities. Unemployment directs to economic urgent situation and reduces the overall purchasing capability of a nation. The 'unemployment rate' is the proportion of the 'economically active' population who are not employed (i.e. the number who are jobless divided by the number who are either in paid work or jobless, excluding those who are 'economically inactive' from both the numerator and the denominator). (Robert M 46) This in turn outcomes in scarcity pursued by increasing burden of debt. Barriers impede one's ability to move out of impoverished situations such as employment problems which include youth and adults who do not have a high school degree, have been out of the labor market for a long time, were formally incarcerated, have limited education and/or labor market skills. Poverty can be of distinct types like unconditional scarcity and relation poverty. There may be numerous other classifications like built-up poverty, rural scarcity, prime scarcity, secondary poverty and many more. Whatever be the kind of scarcity, the basic cause has habitually been need of ample income. Here arrives the role of unemployment behind poverty. Lack of paid work possibilities and the resultant income disparity bring about mass poverty in most of the evolving and under evolved finances of the world. (Robert M 46)

Factors that cause unemployment are identified within a micro-economic framework drawn from human capital and job search theories. Lack of productive aggregate demand of labor is one of the primary reasons for unemployment. Causes of unemployment are varied and it may be due to the factors such as Rapid changes in technology, Recessions, Inflation, Undulating business cycles, Changes in tastes as well as alterations in the climatic conditions, Attitude towards employers, Perception of employees, Willingness to work, Employee values, Discriminating factors in the place of work (may include discrimination on the basis of age, class, ethnicity, color and race) and ability to look for employment. In the less evolved economies a considerable portion of the total workforce works as surplus labor. The source of unemployment incorporating demand and supply-side variables: the interest rate, taxation, foreign activity, minimum wages, union density, demographic pressure, unemployment insurance, terms of trade.
