Introduction

To see the Emirate of Abu Dhabi to raise the level of performance of human resources in government institutions, the General Administration of human resources / management training has prepared this methodology so that they can develop and implement annual training plans that based on the analysis of training needs in a practical way. These components must be adapted or changed to suit the particular requirements of distance education. Thus the adoption of distance education implies changes both in the organizational structure as well in the infrastructure of the institutions in order to function efficiently (Al-Khayyat and Elgamal 1997, pp: 87-101).
