Introduction

This work is based on the theory outlined in the Tofflers' 1980 book, The Third Wave, which proposed that the agricultural revolution of ancient times, the first wave of human civilization, that the industrial revolution nearly three centuries ago, led a second wave of changes and that the United States, Europe and Japan is now on the verge of a third wave of change in the new post-industrial, information-based civilization, with its own economy, family forms, media and politics.

Discussion

The international system of power, after two in the first wave (agrarian) and the second wave (industrial) powers, is currently undergoing a dramatic restructuring process, the authors note. The historical transition from a two trisected the global system, can also cause profound struggle for power in the world, as each country tries to position itself in the emerging three-tier structure of government (Toffler & Toffler 1995).

In Tofflers believe that the end of the cold war is a symptom, not a cause, of the historic changes taking place. Coexistence of three fundamentally different types of civilizations - the first character of a hoe, on the second assembly line, and a third computer - can reduce the risk of all-out nuclear war between two superpowers, but only increased the threat of small hot wars between nations scrambling to protect their vital interests. Economic and ethnic strife, political demagoguery and religious bigotry, the erosion of national sovereignty, as well as various federal causes can produce more, not fewer armed conflicts in the coming years.

On this basis, Tofflers insist that we need to reconsider how we make war, and how do we achieve peace. They describe what they see as a genuine revolution in military thinking "taking place in response to today's changing economic and technological requirements. In support of and means of warfare are beginning to reflect the "third wave" paradigm, the war will become increasingly dominated by "knowledge strategy", involving high-technology weapons, such as battlefield robots, pilotless combat aircraft, omniscient surveillance satellites, and acoustic systems capable disable enemy troops without killing them.
