Chapter 1: Introduction

Universal health care is a term that refers to a system of government to ensure that all citizens or residents of an area have received the necessary medical services. Payment, through its implementation, and practice by the doctor, are very different depending on the country or the city. In universal health insurance for the first time at the national level in Germany, 80 in the 19th century, Bismarck reformed as a part of the universal system. The early American system had two employees to the health care system, which is the local health bureaus pay. In today's world, all the wealthy and rich industrialized countries, in addition to the United States provide some form of universal health care to its citizens. (Paul, 2007)The significance of the study

The purpose of this study is to analyze health care costs over its impact on universal health care reasons. An economic evaluation in health care is a common form of cost-benefit analysis. Cost-benefit analysis is the assessment of the work in the health care becomes popular because it allows for a healthy and beneficial integration of a variety of measures, adjusted in a life year (QALY) quality, but the benefits are not required to do anything with valuation. Health care reduces the incidence of the disease with a specific purpose that may be to resource for prevention, screening, or treatment. For example, some health policy options are available to reduce diabetes and ultimately improve the quality of life morbidity. These include intensive treatment and case management, diabetes and avoid complications in future goals; increased screening to reduce the time from onset to initial treatment, until one of the people who are not glucose intolerance or prolonged morbidity and to prevent or otherwise, in the high risk of diabetes. Analysis shows that each of this health care cost-effective practice is conversely screening programs which reduce the morality treatment. How can health care become more affordable without limiting access to necessary care? 3. How can the cost be related to universal health care on global scale effectiveness?
