Occupation, education, earnings, together with ethnicity is critical elements in a person's capability to obtain medical care access. Having recognized that there are individuals deprived of the fundamental health care access as a result of multi-factorial etiologies, the issue pops up with regards to whether the program required to aid these people in acquiring such access must be regarded as a right or the privilege (Smart, 2010).
