It is not essentially rational for using violent means or violence as the only way of control, within a condition where an undersized group of people has to have power over an outsized group of people. The undersized group of people, within such a condition might not possess the resources for sufficiently managing the outsized group of people and might use positive enticements as one way and apply force as another way.
