Effective leadership is directly linked to the ability of leaders to lead organizational and interpersonal communication while working on her character. Leadership role in the management of personnel is determined by his efforts to identify worthy candidates for membership in the working group, it must send group energy to organizational goals. Leadership presupposes the existence and continued development of the personality of intellectual ability, creative thinking, advanced imaging, which is a prerequisite for strategic thinking, goals, new ideas necessary for the development of the organization. Leader-manager must be able to determine (intellectual, creative) were previously invisible, unspoken, to think through actions and focus on new solutions, to challenge obsolete, tap. The effective leader of the administration is a special type of person, characterized by certain socio-psychological and professional qualities.
