Introduction

Countless examples can be taken from the history of America that all point out very clearly that the education system of the country has not been up to the international standards. Apart from poor funding, the system has also been bogged down by ineffective policies that do not promote efficiency of the system. As a result, the learning capacity of the students is being seriously affected. An education system that does not fulfill its primary duty of providing quality education to the students will only prove to be redundant in the long run (Walsh, 2012). As a result, the students will not be trained and prepared well for the future when they will take up the responsibility of contributing towards the future of the country.

Discussion

The House Bill 2 is a landmark reform that promises to bring about changes in the way education is provided to special children in the state of Pennsylvania. Under the proposed reforms, a funding formula will be introduced that has been specially designed to foster greater growth of special children (Addonizio & Kearney, 2012). The funding formula works mainly by using accurate counts of special students and addresses their needs accordingly, although it can be said that the formula is not foolproof and may reveal some minor flaws, the reforms have great potential to bring about a major improvement in the way special children are provided education (Addonizio & Kearney, 2012). Therefore, with time, they can be perfected so that the efficiency of the educational system can be increased.

Schools operate as institutions that educate children and provide them with knowledge and understanding so that they are able to excel in life and contribute towards the betterment of society. As organizations, schools operate by working on these agenda while also keepin in view their financial interests.

A very good example of this was the cold war era when schools were systematically used to educate students about how communism was a cancer to a free society.
