Introduction

The paper will present a memo addressing the importance of human resource development in the context of an organization. For this purpose, we will critically analyze the two articles which are written on the human resource development and its importance within the organizations. The topic of the two journals which we are going to evaluate here are 'Challenges in Human Resource Development Practitioner Preparation' and 'Trends toward a Closer Integration of Vocational Education and Human Resources Development'.

Human resource development is a structure that is designed to help employees in developing their personal and organizational skills, abilities and knowledge. Development of human resources include things such as employee career development, employee training, operation and management of training, determination of the key personnel, career planning, training assistance and organization development. The center of all aspects of human resources is to concentrate on developing the most superior workforce so that the organization and individual employees can achieve their goals in the work.

In the first article, there is a discussion on the challenges which are faced by the human resource managers in today's world in improving the performance and motivation of their human resource.

In the system of management, the people management issues are the main these days. In addressing these issues, the developed countries have accumulated many years of experience within the processes to make them effective in achieving the goal of having the best human resource. For example, in the last decade, the American system of training and management gained new impetus for development. These were the management approaches that were based on the concept of 'human resource development'. The old concept of human relations was pushed to the background (Johnston, 10).

If the traditional view of management based solely on strict control, the concept of human relations is based on the strengthening of the human factor (the participation of employees in the management of production). The concept of HRD involves a comprehensive program to create a voluntary intensification of labor, mobilization of intellectual and emotional resources. In accordance with this installation, designed and implemented programs are aimed at improving staff in educational and professional aspects, on the broad development of the individual (Johnston, 10).

The second article is focused on the importance of vocational education and training of the individuals. Factors resulting from scientific and technological progress cause a direct connection with the development of the orientation of education. It is estimated that investment in education and training of employees give organizations a significant profit, and implementation of HRD programs has reduced the cost of production of a number of companies to around 50 percent. The industry of United States spends 30 billion dollars only on the staff training in annually (Elwood, 7).
