All databases must meet business requirements such as availability, recovery, response time and compliance with security and privacy rules. When migrating a database to SQL database, set the database service that meets these requirements as business or negotiate a set of new requirements that SQL database can meet. You may also need to change their business processes. For example, if you currently backs up the database every night, you may have to change the characteristics of database backup or export of data layer application supported by SQL Database.

Business requirements can not be determined by analyzing the database and existing application code. Requirements should gather talking to stakeholders and managers, and reviewing records of process and service level agreements (Carzaniga, 2001).
