Introduction

The war against drugs is a war lost. All drugs should be legalised in a country, which increase the revenue for the government that can be used for better rehabilitation programmes. Legalization of drugs for rehabilitation purposes is a realistic approach.

Drug trafficking, has increased controls over capital and moved to higher volumes of drugs. The consumption has soared the consequences and the violence engendered by drug trafficking have increased year after year. The cause of this whole mess is not drugs but their illegality, and the current policy of prohibition only exacerbates the problems. In other words, we are in favour of legalizing drugs, and suggest that Congress develop initiatives of law to begin the process with the decriminalization of marijuana. It requires debate the effectiveness of the current policy of prohibition. The information should not be manipulated. The official information is distorted here in Mexico should be no debate. The other options on the table should include legalization or decriminalization of marijuana and other drugs.

The discussion of drug legalization has grown in parliament over past years. It is no longer a whisper but a speech active in many parts of the world. There is an assumption that says that if drugs are legalized, to end drug trafficking and addiction problem would be controllable. Experience contradicts this assumption.
