Identification of Public Administration

Before the identification of Public Administration, it is important to first define the concept. Public Administration covers a wide range of issues and activities. The two things that are very important to understand the feature of Public Administration is the organization of public authorities and the implementation of the proper public policy to resolve the problems of society. It basically includes the action and interaction of the states to help the members of the society. Normally the concept of public administration is seen as the part of the Government.

Public Administration is seen as the separate discipline as compare to the terms presented by Taylor, Marx, Weber and Freud who emphasized on the social justice, democracy and the balancing of efficiency which had lot of value during their times. Since the last thirty years, many academic experts and practitioners have been trying to match the public administration with the governance because it has become an important component of the Government. This is the reason why the concept of Public Administration has achieved its own identification. Public Administration cannot be compared by the social justice and even the democracy because they both are totally different concepts. There were many famous theorists such as Taylor, Weber, Marx and Freud who presented different concepts and theories in different management areas. The ideas of social justice and democracy were even presented by one of them and it even gained lot of fame because it provided lot of knowledge to the people. Public Administration can certainly be not made part of the democracy and social justice because it has its own identification and meaning. (Burns, 2003)

Search for an appropriate paradigm

There is no doubt that the concept of Public Administration has brought a significant change in the governance styles by the Government. The improved governance has even brought an agenda of various reforms in the public administration for its better functioning. Therefore, it is quite understood that the improved governance has proposed many changes in the Public Administration. This is the reason why the need has been created for the introduction of appropriate paradigm in Public Administration. There was one author called Robert Dahl who proposed the question “Who governs”? Dahl's work based on Public Administration was published in 1961. At that time, Dahl proposed various forms of governance to improve the administrative side of the Government. The proposal of new forms of governance provided lot of information to the people but it did not really give people many advantages because at that time only discussions were presented by various authors for the betterment of governance rather than really implementing it. However, with the passage of time, the concept of Public Administration was implemented by many local Governments in European countries and even in the USA which proved quite successful at that time.
