Introduction

The practice of public administration is difficult on various levels. The public administrators are like the spokespeople of the government. Whenever a crisis arises, public administrators have to be on their toes. Every word they utter must be spoken with the utmost care, because any wrong phrase can cost them and the government greatly. Public administration is a governmental practice, a reform movement of politics and an academic study. The purpose of public policies is to make laws and government programs. However, the purpose of public administration is to implement the policies. Public administration continuously focuses on improving the implementation of the public policies.

Discussion

During the 20th century, the field of public administration began to try and apply the methods, values, and organizations of business administration in the government practices. Many of the people believed that the government should be run like a business. They wanted public administration to be productive, cost effective and professional just like it is for corporations. This was especially true for those people dealing in the local governments. The city manager is a public administrator hired by the city or town council. He or she has the administrative, personnel, and budgetary powers that most mayors possess. According to Frederick Mosher's (1968) book, Democracy and the Public Service, a number of commissions recommended that the Executive Office of the President (EOP) be created. Among the supporters were the Hoover commissions of 1949 and 1955, chaired by former president Herbert C. Hoover (1874-1964) and Brownlow commission of 1937, chaired by political scientist Louis Brownlow. The EOP's purpose was to help the administration of the president of the federal bureaucracy. Also, it was to help in improving the relationship between top civil servants within the executive branch and political appointees.
