This research paper seeks to identify the determinants of poverty in Milwaukee other cities with an urgent need for a new source of liveable wage jobs for low income residents with “barriers” and to profile groups at risk of adverse labour-market outcomes. Barriers impede one's ability to move out of impoverished situations such as employment problems which include youth and adults who do not have a high school degree, have been out of the labour market for a long time, were formally incarcerated, have limited education and/or labour market skills. This research paper describes a group of jobs with unlimited potential to fill this need with green collar jobs.
Green Jobs Can Provide Solutions to Poverty
Unemployment and poverty are the two major challenges that are facing in Milwaukee and other cities. Unemployment directs to economic urgent situation and reduces the overall purchasing capability of a nation. The 'unemployment rate' is the proportion of the 'economically active' population who are not employed (i.e. the number who are jobless divided by the number who are either in paid work or jobless, excluding those who are 'economically inactive' from both the numerator and the denominator).
